MPCA finalizes Industrial Stormwater General Permit


On March 23 the MPCA Board approved the Industrial Stormwater Multi-Sector General Permit and denied the contested case hearing requests. The permit effective date will be April 5. NO changes were made to the last draft of the permit that went to the Board in February.

Certain sectors now have 60 days to update their SWPPP and submit their applications to seek coverage under the GP or to certify no exposure. Other sectors will need to submit within 120 or 180 days. Sectors subject to the 60-day deadline include Timber Products; Chemical and Allied Products Manufacturing; Glass, Clay, Cement, Concrete, and Gypsum Product Manufacturing; Metal Mining (Ore Mining and Dressing); Oil and Gas Extraction and Refining; Mineral Mining and Dressing; and Landfills and Land Application Sites. MPCA has made a few updates to its Web site for the industrial stormwater program, including updates to Step 1 of the “Steps to Compliance” entitled Identify your facility — do you need a permit?: “Learn about who is required to apply for the Industrial Stormwater Permit.”

We expect that the final permit will be posted on the MPCA web site soon as well, although it is not readily found there now.
