Highway 23 project using life cycle cost adjustments for bids

According to Finance & Commerce, MnDOT is using alternative pavement bidding for a Highway 23 expansion in the St. Cloud area using either bituminous or concrete. MnDOT is adding a life cycle cost adjustment to the bituminous bids.

As of last Friday, KGM Contractors initially had a low bituminous bid of $24.95 million but the number was increased to $25.868 million after the life cycle adjustment. Hoffman Construction of River Falls, Wis., submitted what appeared to be the lowest bid for concrete paving at $25.827 million.

This Highway 23 project was one of 24 let by MnDOT on Friday. One project involves unbonded concrete overlay for I-35E between White Bear Lake and Columbus.
