No easy answer to fix risky local highway intersections

During rush hour, vehicles are backed up for blocks. As soon as the light turns green, drivers speed through. The stragglers try to beat the red. . . . Last month, the Minnesota Department of Transportation named Minnesota Highway 15 and Second Street South the most dangerous intersection in the state.
