Transportation Proposal Clears a Hurdle in the Senate

A bipartisan proposal for the federal government to spend $109 billion over two years to upgrade roads, bridges and transit systems and create jobs easily cleared a crucial hurdle on Thursday when the Senate voted 85 to 11 to allow it to proceed to debate.
