The city of Winona’s planning commission voted 5-2 Monday to recommend a proposal that would change the way the city regulates new or expanding businesses that mine, process and ship silica sand. After the commission tabled the proposal Feb. 13, staff adjusted it to include additional conditions that would require businesses to comply with state statutes for air and water quality. The revised proposal also includes requirements for dust control, truck route designation, stockpile covering and watering, and hours of operation, among others.
