Next step for St. Croix bridge: A 'load test'

Big changes are coming to the muddy riverbanks between St. Joseph, Wis., and Oak Park Heights. . . . Actual bridge construction is not expected to begin until 2014, but an unusual pile load testing effort — to give bridge designers “critical information on soil conditions under the river” — will occur this summer, according to MnDOT.
